
EMZAR GVARISHVILI
About me ...
Emzar Gvarishvili is Deputy Head of the Maritime Digital Services Management Unit at the Maritime Transport Agency of Georgia. He joined the Agency in 2024 and, with his team, is responsible for the operation and development of Georgia’s National Maritime Single Window: port community functions, customs integration, SafeSeaNet connectivity, maritime data analytics and alignment with the EU maritime framework. Beyond the single window, he works on the digitalization agenda for the maritime sector as a whole, covering ports, terminals and the private operators around them, as well as regional data exchange across the Black Sea. He is the author of articles on the digitalization of Georgian ports.
He holds an MSc in Maritime Affairs from the World Maritime University in Malmö, where he studied on an IMO scholarship, and is pursuing a doctorate at Tbilisi State University on the digitalization of Georgian ports. His background also covers maritime education and training, including a period as Training Center Manager at Batumi Navigation Teaching University.
